NEW DELHI — Local authorities in India's capital announced a series of measures Monday to address winter air pollution, which typically worsens from November through February, according to state media reports.
The staged restrictions, beginning November 1, include increased parking fees, bans on construction and demolition work, staggered working hours, and a 50 percent reduction in on-site staff at government and private offices, with essential services exempted. Some restrictions will remain in effect through February 2027.
The measures aim to limit pollution sources and reduce vehicle movement during months when air quality typically deteriorates significantly. Delhi has experienced hazardous air quality during winter seasons for years.
The Union and Delhi governments have also rolled out a broader winter action plan targeting key pollution sources including vehicle emissions, road dust, waste burning, industrial activity and specific pollution hotspots.
A major component is the "No PUCC, No Fuel" policy, set to launch October 1. Vehicles without a valid pollution-under-control certificate will be denied fuel at 500 petrol pumps equipped with number-plate recognition systems.
From November 1, Delhi plans to restrict entry of older, more polluting vehicles registered outside the city. Authorities will also set firm deadlines for road redevelopment, dust-control measures and cleanup of pollution hotspots across the capital.
Officials said the plan includes expanded air-quality monitoring, strengthened inspections and tightened action against non-compliant industries. The measures are designed to address recurring seasonal air quality challenges in the densely populated metropolitan region.
